Start with the Colombian Embassy in Washington DC (or close to where you live)... Though you'll probably find it is DAS that actually issues your residency papers...

Dear Sir, I am a french retired engineer, 67 years old living for more than two years now with Claudia, 33 years old brazilian lady. We have been living in Brazil for a while and are now travelling in South American countries.
We would like to be residents in Colombia in order to invest in a little "sitio" of about 5000 to 10000m2.
We would build a few bungalows for hiring to foreign or colombian tourists when visiting Colombia.
What are the conditions to get resident visa for both of us ?
We are now visiting Venezuela and could go to Colombia by car rapidly.

Passport Information
U.S. Passport or passport of any other nationality, must have at least 6 months remaining validity from the day of entry into the country for which VISA has been applied for. If validity is less than 6 months ETS will renew your passport (Fee's apply).
US Citizens traveling to Colombia for business, need a Business Visa. If the purpose of the trip is tourism, no visa is required.

You will probably find a residency visa to be nearly impossible to get. Why go spend 6 to 12 months living with her in Colombia and then get a fiancé visa and return to the USA.You might even decide you don't want to go back to the USA.
How long have you known her (as in actually known her not carried on a "cyber" relationship)?
Remember, U.S. Immigration is *NOT* stupid and knowns many people want to come to the USA and live. Lots of US Men get suckered by women from many different countries. U.S. Immigration is much happier to say NO.
So develop a real relationship FIRST... and enjoy COLOMBIA!
If she doesn't want to spend time in Colombia with you... then she probably doesn't want to spend time with you anywhere and is looking for a free pass to the USA. Just consider U.S. Immigration to be "psychic" and they will know!
